Dog problem with neighbor?

Okay so I live in the country in northwest ohio, the guy who lives across the street from me has like 20+ dobermans (thats the last number that we know of, there could be more or there could be less). He has them of all different ages and he has some that are black and some that are brown (not that that matters). He clips their ears and tails by himself and he is a dog breeder (I highly doubt that he has a license, and im not sure if u have to have one). But anyway, this guy has lived there for awhile and has had this many dobermans for as long as i can remember. These dogs are very mean when they are in a pack but when its just one or two they are very cowardly (My cousins and i have ran at one or two of them a few times to get them off my property). This issue has went on for awhile now and is really started to make me mad. The dogs get out and go through peoples trash, go through peoples yards, etc. The most extreme situation that has happened was a few years ago when a few of his dobermans got out and pinned my neighbors up against their house so that they couldnt go anywhere. This needs to stop and i need to know what all i can do. we have called the dog warden, police, humane society, etc. and they cant do anything because we live out in the country. Im pretty sure the dogs have mange (i think thats how its spelled) and he has 3 broken down cars in his yard, his grass is really tall, and the dog warden has told us that he has an eviction notice, but the date that he was supposed to be out is passed. Now if we lived in town/city limits then this wouldnt be an issue because he is breaking alot of laws/(whatever you call them) for a town/city. Now since i live in the country what all can i do to get him leave, get him kicked out, get him to get rid of his dogs, or get him to keep them from leaving his property. Im 18 years old so i am a legal adult, just to let you know, and i have a younger brother and a younger sister, so if either of them get attacked then there will be a HUGE problem. thanx in advanced
