Is my cat a munchkin?

he is now a yr and 3 months and ive been waiting for him to grow but he remains smaller then an av 3 month old cat is it that he wasnt fed right or is he actually like that i dont even know what kind of cat he is hes not a common cat he has round eyes not almont hes coat is thick and short hes fluffy just look like a teddy bear
